FourSevens Mini MK II is a single CR123 light that looks pretty nice - I have no personal experience with it, though, so can’t speak directly for it.
they claim 550 lumens for 15 seconds “burst” mode, falling back to 300 lumens after that… multiple modes available. Uses TIR oprics.
I like my NiteCore EC11 a lot - great output in a small package with addition of a low red light for night vision preservation. Easy access with a long click to turbo mode (450 lumens on CR123) or to moonlight mode (1 lumen). You might want to check that one out.

I would own a MiniMKII if the Turbo mode was a little longer than 15s - that’s just a bit too short IMO. I had a MiniAA that I ran on 14500 LiIon for five years, it had no Turbo step-down (it just ran DD on LiIon) and it was indestructable even with frequent and daily use. I loved that light and manually regulating the temp was no issue for me. I wish the MiniMKII was the same way, or at least make the step down at 60s (I could maybe even live with 30s) - if so I would get one.
Olight S-mini. Not 1-mode, but a fairly simple UI - click on, three modes (L/M/H), click off. Hold for Moonlight, double click for High.
I think you may have a hard time finding a 1-mode light, I can’t think of any off-hand. The only stock lights I can think of with 1-mode are lights like SK68 and other cheap zoomies. Of course if you are willing to mod the driver you could make almost an light 1-mode if that is a strict requirement of yours.
All “quality” lights are going to have 3-5 modes, not just 1.
I need single-mode.

Have you considered the single mode TANK007 TK365-1? From a quick read on reviews here on BLF, TANK007 appears to be a decent quality flashlight brand.

I need to get off my cloud, thinking I will find a quality budget light in single mode.
The light I'm looking for, is intended to be weapon ( high caliber, rifle) mounted. These budget lights can't handle that.
I don't want to try them for fear they will get ruined.
I looked around, but decided to modify one. Thorfire KL03 and put in a XPG2 S4 2B and a newer Convoy 4x7135 due to limited room for the battery. The Biscotti firmware has a single 100% only group if needed. On a quality 16340, it’s pushing out probably at least 600lm at 1.4A . A bit larger than my Fenix E15, but brighter and further throw.
As some have mentioned, finding a quality, single mode light can be a challenge without pulling more from the wallet. But there is one light I'm finding I like the more I use it.
The Klarus XT1C is proving to be quite the light to fit my need.
Even though it is multiple modes, on a single click it puts out 700 lumen when using the included 16340 cell.
I've found a few more that similar size, but they're older versions with less lumen output. I wonder why these manufacturers do not upgrade the LEDs, and re-release as the updated model?
If you need it to be weapon mounted surefire makes really good ones.

Meanwhile my being member here, is helping finding nice hand held lights I would have never had previously. ;)
I was going to suggest a Peak Logan (without QTC), until I saw the focus on budget & intended use as a weapon light.
My intended use is not "as" a weapon light, but more durability. I'm seeking the best suited for multiple roles, if the need arises.

a cute litte zoomie, that can reach further then similar sized Olights or the M, maybe there are smaller ones, but it is also about practicality, the i3 wins hands down for its throw, small size and nice flood.

The Peaks are twisties with an optional momentary only switch. Not the best fit for a weapon light. That being said they are about the most rugged lights you’ll find.
I did look into them, and they look to be a nice light. Just not for my application.

Might have to change out tail-cap depending on what type you need. Size of old Surefire 3P.
Using same type of set up with Malkoff M31 drop-in on several rifles. But have also used Solarforce drop-in’s with no problems. Just ordered an $8 drop-in from ebay. Will give that a try on another rifle.
If your worried about dependability, you could change out head and tail-cap with SureFire ones.
