In my experience there’s no such thing as too bright bike light - especially when riding through inconsiderate car traffic. The more light the more attention from car drivers, because they think that might be something bigger than just puny bike… Brightest setting is also useful in daytime/sunlight to be visible as most normal tail light are simply not visible at all in such conditions. The only downside is when you ride one by one right behind such bike - but then the light can always be tilted more towards road to not blind fellow riders.
