If you need funds to review this charger, I’m willing to help. There is a shortage of good higher wattage multi port USB/USB-C chargers and I’ve rarely seen good (technical) reviews.
I have been a bit quite when people is suggesting USB-C PD type chargers, mostly because I could not test them. This has been fixed now and I can run my usual test on all the supported voltages in a charger. The last couple of days I have been testing a few.
I have also added a Paypal account to info@lygte-info.dk if anybody what to help me pay for some of the stuff I test. I cannot promise that any specific request is honored, but I will try.

it's labeled "smart USB charger" appears to convert DC12-36v into 4-ports USB voltage (supports QC2/3) and also displays the current being supplied (like a USB meter).

Hmm, just my opinion, regarding the low-cost small-capacity powerbanks,
I think there are too many such kinds it may not be possible to do that much “stringent” testing on them — low-cost unbranded items tend to not have that much quality control and while one batch may perform better, the next batch may easily change… at least based on my experience of them. Just my 2 cents worth…
Actually, I have something that looks practically the same as your second link (the one here: https://www.gearbest.com/power-banks/pp_436972.html), someone passed it on to me (my relative got it as a “giveaway” souvenir from some club event).
