HKJ has reviewed several of those.
I think RD Tech’s HD35 would be a good start.
There’s also the DTU-CC01.
And YZXStudio’s ZL1100 (which I consider as one of the more advanced load testers). And then there is also the EBD-USB+ for graphing/saving with a PC…

I’m only seeing 4 LEDs on this charger, so how can you have 1 blinking LED and 4 solid LEDs (5 total)?
Looks like an interesting charger though.
4.22V after removing from the charger seems a bit on the high side, no?

I spent some time searching for information.
I found YZXStudio to be a truly professional design.
Although it is a bit expensive, it is in a leading position.

Seems huge for keychain.

The one that HKJ reviewed was under-charging. Has Folomov fixed that issue yet? Not a big problem, I suppose.
