I still don’t get the Utorch 21700’s UI : 5 modes (as said in the description and seen in video) with long click off, or stepless dimming ( = ramping ? ) or both ?

It has both. I keep mine in ramping mode so that I get the one click on/off. It reminds me of Narsil.

If you keep it in the stepped modes (low, med, high) then you have one click on and press/hold for off. I am not a fan of that.

It also has a tactical mode. If you turn it off by the tail switch (not the side switch), then the tail switch will turn it back on at the last used level. Since it’s a forward clicky tail switch, you can do fast flashes with a half press.
