Yep, depending on what device you view the dress, it can appear blue/black or white/gold. 
try scrolling down until only the bottom half of the dress is showing
that was the only way I saw any blue/black in it
and then having seen the blue/black then that’s all I can see
before I only saw white gold in this and other online images

I’m not sure what you are saying. I was saying your brain interprets the color wrong because of the mix of indoor/outdoor lighting, the fool that got to close with the camera to get any context to the shot, and the tendency of monitors to be setup to exaggerate colors instead of render them correctly. All this assaults your brain’s ability to determine if the dress is in a shadow. Resulting in a failure to adjust your vision to the scene.

That makes sense, there is conflicting info in the image. After you found out you were wrong, your brain tried again and paid attention to different clues.

YouTuber ‘Captain Disillusion’ did a video about the dress. Actually, his guest host ‘Mr. Flare’ did a video about it.
It seems that mixed lighting and white balance issues led to a confusing photo.
The dress is blue and black.
