The Fenix HL60R is a very well rated headlamp.
Do you already own and use 18650 batteries? Or do you require built in charging in the light.
I would also recommend you look at Zebralight H600 series headlamps, like the H600w.

I have both of those headlamps and many more including Zebralight/Olight/Armytek
I prefer the tint of the Fenix better, Zebralight don’t have rechargeable included.
Both models you are looking at are solid!

I own a lot of headlamps and I can tell you How much money are you going to spend? If your looking for long run times get the HC65 by nitecore

I recommend you think about how much throw you want from your headlamp. In a fishing environment where you need to see further away, and cut through moisture in the air, or vegetation that may catch spill light and blind you, I would personally be going for a light with a tighter beam. Something like the Thrunite TH10 V2 in Neutral White. The Fenix will be a good option as well. I like Armytek, but I think the floody TIR optic may not be a good choice unless you want a floody spread out beam.
Thinking of the above may help you narrow down your options.
