Sturdy cheap small flashlight or host (1*18650) ?

Does anyone know a cheap but quite robust, small 1*18650 XM-L flashlight or bare host? Sized like the UF2100, but I'd like something <15 USD if possible (bare host even cheaper).

It will be thrown around, even on concrete, and has to bear it. Scratcheswill be ok, but it shall not stop working (but that's why I want it cheap). Some water resistance (only against a bit splash water or small puddle) would be nice.

Edit:, but I don't think you will find anything that will take being dropped on concrete more than one time, for $15 or less.

I know you said small but a 1D maglite would do that job fairly well.

I'm thinking UF2100 wrapped with racket grip will do just fine. The grip will greatly reduce the shock when dropped. Wrap the whole thing up, then cut a line for tailcap removal.
