The mentioned Sipik68 is very good, but the BQ/anodization varies a bit. (One had a loose clip, another one had a scratching zoom activation) I had horrible experiences with alu versions of the C3's. I would go for the Skyray S-A1, or the SS C3's (does Lightake still sell the good ones?). They are on the more expensive side of your range, but I think you can really impress your customers with their quality. I have 2 Sipik's here and 3 S-A1's. The good old Romisen G2 might also be an option. (My father has 3) One of the few good, inexpensive AA throwers.
CQG S1 (AAA) or S2 (AA model) are pretty nice. The gift box isn't terribly impressive, but the lights themselves are nice durable keychain/pocket lights, and they're $10.50 (S1) or $11 apiece in lots of 20.
Might want to talk to him about getting ones without the BLF engraving though ;)

Sipik is a great light (i have the black and the silver version) but flood to throw is too much for someone that is not like US! I gift a fake sipik to my friend (not flashaolic) but he still prefers the standard C3
