I am curious... we all have seen a variety of lasers popping balloons, putting stuff on fire etc... are the lasers found in the market strong enough to puncture a car tyre? If so, what strength would such a laser be?

to pop balloons?? any 250mw and up will do 
to puncture a tire? 1000mw + magnifying glasses…don’t try it at home

Not recommended though. 
Pop a tire, I don’t think so. Theoretically, maybe a powerful blue laser stabilized on a tripod focused on the tire at a close distance and left on for an long (unknown) amount of time.
