To me, the idea of flashlights made in India sounds the more interesting, as there is at least one manufacturer in California, but mostly because labor costs in the US would put it out of my price range. I have knives made in Pakistan that I like. The workmanship is not as good as on those from China, but they have interesting stiles and handle materials. India has different art traditions than China or the US and lights from there might be interesting in feel and appearance.
I think the main investment, besides marketing, would be a numerically controlled lathe. Most flashlights now have tail switches, apparently so the whole thing can be made on a lathe. One would also need to learn or hire people who know how to program and operate the lathe, in a competitive way. I suggest also hiring a potter, as they are the ones who know what rotationally symmetrical shapes feel good in the hand, and could prototype them very quickly. I consider the Smiling Shark SS-5039 to be the best demonstration of skill with numerical control that I have seen and felt. In addition to the nice shape, so unusual in a AAA light, it has a nice grippy finish. From the price, I think that surface roughness must come from the shaping process, rather than being an additional step like knurling.
