In Connecticut however we only pay $3.97 for the 60W and $4.97 for the 40W due to a State of Connecticut subsidy program.

Before I posted, I went online and checked random stores in several States. They all came up at $6.97 for the 60w equiv. I checked stores in NY, MA, OH and Colorado. I just checked San Diego, CA and you are right. Only reduced $3 to $9.97. I just checked a second store in Colorado, this time in Glendale and it came up at $4.97! So the final price seems to depend on each individual store and any local subsidies.
When on the Home Depot site, it is possible to change “your store” to any other to get a look at the actual price at that store. You can even find out what isle they will be in!
Do these bulbs accept an input volt range up to 240V?
That’s a good question, I don’t know. I do know that internally, the individual LEDs are wired in series and run at about 225V.
MD/DC area 4.97. I will definitely be there at lunch, unless costco has them as well.

I checked mine and it only accepts 120 volts. I'm not sure if they make a 240 volt version for overseas.

The price difference is because the utility company is subsidizing the promo and hasn’t gotten to that particular HD store yet I was told by HD CSR. My HD matched it.
I picked up 2 X 40W and 2 X 60W at lunch. They also had 65W flood for $11. I'll test these out first.
