It has taken me awhile to figure this out. There are exceptions. I was once told that if a clearance item price ends with “.00” then it will not be reduced further, that is a final price until they are gone. There was once an exception to this that had me confused. Remember when the DST was on clearance in the U.S. for $12.00? That WAS supposed to be a final markdown, but at some HD’s those big lights so poorly that even at $12.00 they did not sell. Then for some strange reason it was repriced at $12.06! I now think I know what that was all about.
Another manager once told me, and the other day it was confirmed, that if a clearance item has a price that ends with “.06” then that item will be on the floor at that price for a set amount of time. After that set amount of time, if they do not sell through, they will be marked at an even lower price that ends with “.03” Then the final countdown begins If after that set amount of time, if they do not sell through, they will be set to a penny and removed from the floor, and thrown away. Unlike local store sales, where a manager has the discretion to set a sale price, these .06 and .03 sale prices seems to be done simultaneously across all stores in the U.S. Because the newer prices are set remotely and not at the store, it seems that there are times when a store or stores is caught off guard and do not remove the items in time before someone like me comes along and scoops them up. Smile
That must be why sometimes when we see a clearance item at an “.06” price, it rings up at an “.03” price. That store wasn’t on the ball and failed to update the price tags. But the new, lower price is already in the system, done remotely by corporate. And by the way, it now seems that the price does not have to end in “03” but rather “something 3”. What to keep in mind is that when you see a clearance item with a price that ends in “3”, the end is near. That’s how I caught this deal, I kept checking certain items that I was interested anytime I passed a store. I would run in, get one, and check the price at the self checkout. This time, most of the big lights were removed already, but a lot was left behind.
Also it is useful to look in weird places for forgotten items, like under shelves, behind other merchandise etc. I swear, I find stuff sometimes that has been squirreled away by an employee for harvesting later. A manager told me that if an employee was caught doing that, it would mean an immediate termination.

I almost forgot, maybe the reason why the DST went on clearance from $12.00 back UP to $12.06. I think they originally were confident that they would sell through at the clearance price of $12.00. When they didn’t, they changed their minds and put in into the spiral of death. “.06” -> “.03” to throwing away.

I think dchomak needs to change his BLF username to "Homer" and use this as his avatar:

Hey dchomer, do you know if you can do the price checking from the Home Depot app to check for the $0.01 price? Or is it handled like when you try to look online - item not found?

^ Good question.  I think dchomer (you guys are nuts) said if it doesn't pull up, it's a hint it may be on the clearance path to eventual disposal.  All ears over here.

Another question for anyone.  I don't have a smart phone plan (I'm cheap that way), but my wife has several retired smart phones.  Could I load the app on one and when I go to a HD, their WiFi will make the app work?

Yes, using the old phone with the app on wifi should work fine. I use my old iPhones that way around my house / property for streaming music.

When the price is .01 the item is supposed to be off the shelves and no longer in stock. That means it should NOT scan with the app. That is a hint that it could price at the self check out at .01. But just because you find an item that does not scan with the app doesn’t mean that it will be .01. That item could be from a different clearance sale and could scan at the regular full price. Don’t forget that I haven’t got this figured out completely, just trends.
BTW, it wasn’t just the LEDs that could could be found for a penny. IMA4 and I found the set of 3 pair women work gloves, I found some of the 2.1A chargers and the digital timers all for a penny.
Here are some pictures of the items I got for .01 on Sunday and how they were displayed in the store. Remember, they all rang up at a penny.

As soon as I walked into this store I came across this empty table with nothing on it except for 5 of the 2.1A chargers and that socket. No signs, prices or anything!!!???? I scooped up those 5 chargers without even slowing down. Smile Well, I did stop to shoot the photo.

This was in with the regular display of lighting, 6 or 7 bulbs.

These next 2 pics were way in the back of the store in a special clearance section,

Now a couple of surprises. I was sure that these flahlights lights would ring up at a penny. Price ended in .03 and the start date was the same as the bulbs. It rang up at 5.33. There were 3, I only took one for a test and ended up buying it.

More of the globes that I got for a penny in another store, this time they rang up for $12.97 so I left them. I am still puzzled over that one.

incorrect, everything bad is due to pathetic lazy poor people, if they would work 100 hours a week for $1.25 an hour then then everything would be fixed

Well, they claim the polar vortex and all the cold weather is a result of global warming

I forgot to mention all the Halogen bulbs I got for a penny. Many were 2 for a penny.

These Halogen bulbs are useful to me as the filament is short and positioned vertically inside the glass bulb.

Our house has these small light fixtures in the hallways that have cut glass ornaments dangling around the socket. These type of bulbs, with their vertical filaments and clear glass globes cast hard shadows and reflections and refractions on the cut glass. An ordinary bulb with diffused light is boring. I like the effect.

Man, dchomak, you're on a tear.  Congrats on all those scores.  Just crazy.

EDIT:

Nice score on the below flashlight.  Found them in a clearance bin but they ran up $16 at the Lexington, SC store.

That lighting effect looks real nice.

Here is an example of the price progression,
Yesterday I was in my local HD and once again saw this display of mechanical timers. I am not interested in the mechanical ones as I already pigged out on the digital ones listed earlier in this thread. These mechanical timers have been on clearance with a number that ends with “3” for just about the right amount time. I suspected they were ready to go to the here after, so I snapped this shot. There were cases of them, and they were not selling.

Notice the price progression, from 7.97 to 4.97 to 3.86, (ends with a “6”) to 1.33 (ends with a “3”)

Then one day later, today, I went by to check, just to see what was going on and I came across this!

Here is another example of something that was on clearance with a price that ended with “.00” and was changed to a price that ends with a “6” Only 4 cents cheaper, but I think it means it will be further reduced to a number that ends with “3” if it doesn’t sell.

Notice the original price of 24.97 reduced to 9.00.

I brought it up just to see what it would scan at.

It happens that it is missing a tap, so I wouldn’t be interested. Well maybe if it went to 3.83.
DEFINITELY if it went to a penny. Smile

I swung by my HD tonight just to walk around dchomak style looking for possible penny items or items to keep an eye out for and I saw many with weird prices (i.e. not a "3" or "6", but a "4"). Found nothing that interested me though. I can post picks tomorrow or so (my photos won't show until tomorrow anyway).

Edit-BTW- many items scanned in the app at their full regular price.

5 c defiant light (one mode, good length for adjusting attitudes) http://www.homedepot.com/p/Defiant-5C-500-Lumen-Alkaline-Flashlight-809-... on at the Campbell CA store at $5.66! Woot!

Haven’t taken it apart yet to see what the pill is like, but 6 bucks after tax? No-brainer.

Cheapest I was ever to find was $12!, was it marked 5.66 or did you scan it?

It was marked $5.66… they had them stacked at every checkout, so you knew they were serious.

And I’m super-jealous about your worklight finds — I’ve been looking and failing everywhere local.

So here are the pics of "closeout" or at least "reduced priced" items that I found at two different Home Depots over the last couple days while I was dchomak'ing through the store.

I expect these will be clearanced soon.  The blue packaging on the right just seems like a new package, not any change in specs.  Price still ends in a "7" though.  Perhaps it will go to a "6" soon?

1

Perhaps these will go to a penny soon?  On the app, it scans up full original price.

1

Another "3" price; pretty good discount already.  May not stick around for a penny.  I have no use for the above or below items though.  App scans it at full original price.

2

2nd Store (Bucket's neck of the woods).  Pretty good discount with a "3".

1

Really nice price on these $36/$28 Hart framing hammers!  However, the price ends in a "2"!  What is the significance of a "2"?  Think at the first store that I saw some closeout prices ending in a "4" as well but apparently didn't get any pics.

1

Ah, here's an item I saw with a "4" price.  What's this mean?  I've been thinking to get one of these too!  I passed this one up. I will recheck on it at the first store.

2

No more of the clearanced LED bulbs Sad .

Thanks for the report Garry. That article is interesting.  I need to make a credit card sized cheat sheet for the various stores.

Those hammers look real nice.  Curved wooden handles rock when done right.

These gloves on clearance ending with a “2” also eventually rang up at a penny. IMA4 got some and I got some. So the rules are not hard and fast. From that PDF file you linked to, It confirmed what a manager told me. Ends with a “6” for (6 weeks?) then on to “3” for (3 weeks?) then out the door into the trash. Look for the progression and keep track. Maybe get lucky and catch them on the shelves at .01
