I have seen another option at fasttech . It costs about $15 more than what the OP mentioned, but it appears to include four protected Trustfire 18650 batteries, a charger, and a pouch to attach to bike frame.

The 1A is most likely just the USB output, not the other connector that goes to the light.

You can charge your phone or personal music player while riding?
Hopefully some clear pictures of the PCB will shed enough light on the situation. There’s no charging stuff to review, although there is the USB aspect.
