Lost in translation but its a mobile charging device that takes 18650’s

These were sold here locally at Dollarama for $3 bucks a piece. i bought 4 of them. They came with an 18650. i tested the cells in my BT3100 V23, they tested ok at around 1800mAh. for the price they are ok for emergencies if fully charged.
