How will shipping from BG and AE be affected by today's announcement by the World Health Organization declaring that the Coronavirus is a worldwide emergency.

Yes, but World Health Organization’s statement also said:

The Committee acknowledged that, in general, evidence has shown that restricting the movement of people and goods during public health emergencies may be ineffective and may divert resources from other interventions.

It won't....it already has

I 've noticed the Convoy Store has delayed opening for post Lunar New Year business that was originally planned for Feb 3rd to Feb 10th due to the Coronavirus.

Here's their statement:

Affected by the new coronavirus, the time to resume normal work will be delayed to about February 10th, please understand. Chinese New Year holiday time: January 13, 2020 to February 10, 2020

I heard they might extend CNY celebrations to as a late as 2/14. I didn’t think it had to do with the WHO.

That’s not government B.S. That’s what was in my head because I hadn’t heard about the Coronavirus until now. Your question asked about shipping from BG and AE, not by BG and AE.

As far as I heard, the virus is transmitted from person to person by airborne droplets.
Transmission of the virus through packets isn't possible.

Today I'll order something in BG.  cool

This applies to passenger traffic, as I understand it.

That is likely true but the cargo is flown in by people aka flight crews that may come in contact with cargo handlers,in other countries that come in contact with transport workers that come in contact with postal workers that all go home to there families and friends.

It's best for everyone to wait 2 weeks or so for the virus to be controlled at the source first then start weighing economic impact.

Without power supply $38.88 from China,$49.97 from US warehouse.

I use an Excellway 4-24 Volt 2.5A power adapter.There's also a 9-24 Volt 3A

I see two charges to my card. One is for the order total, 34.75. The second one is “Banggood Intl Fee 20” for $0.67. What is this second charge? I thought I used paypal, so I’m not sure how I could get two charges.

I also get that on my credit card for international transactions. Not always though!?
Just another “convenience fee” of modern life I suspect.
