Battery charger with max termination voltage settings

Do you know any good and affordable battery charger that can set termination voltage to ie. 3.9V in case I don’t want to fully charge my batteries.

Edit: I also want it to fit 20700 and 21700 batteries.

Just curious. Other than storage, why would you not want to fully charge your batteries?

It’s for batteries that are not very much used. I guess it’s alright to just pop them out of the charger at the desired voltage, even if they are used in collection and the battery charger does not have that max voltage termination settings feature. As e.g. Miboxer C4-12 shows desired voltage I take them out consecutively. I guess it will still be safe to use those batteries together in a batch.

I remember seeing someone open up one of those china cheap chargers and was able to change the termination voltage by resistor mod.
I just don’t remember who that was or the charger.
Found it. http://budgetlightforum.com/node/44086
