What is the programming of the Adafruit Trinkets? Are they already programmed to control the Neopixels?

The one wired to the pixel ring is programmed. The other is not programmed. I do not know code so I just copy and paste code that others write. At the time I used an old laptop and found a quality usb cable made a difference when programming.
