What brands have/use low voltage cutoff

Almost all of them, unless it’s some no name light, it should have some sort of LVP.

depends on the batteries the light can use

can you be more specific about which light you are considering?

lights that can use both Primary and LiIon usually do Not have LVP.
Some of those claim LVP, example Klarus Mi7 AA/14500
“Over-discharge protection automatically lowers output levels to protect rechargeable batteries”

but the light does not turn off. If it did, it would not work with AA Primaries, like it is supposed to.

for those dual fuel lights that lack protection, the solution is to use a Protected LiIon

This is also true for lights that use CR123/16340… no protection built into the light, instead you should use batteries with protection built into the cell.

Lights that can only use LiIon, most typically in 18650, might have LVP, but not all. Again the solution is to use Protected LiIon.

An example of an 18650 light that has protection built into the light, and wont fit a battery with protection built into the cell, is the Emissar D4.

The issue is that cells with protection, are longer.

Yep. Excellent summary by Jon.

You can’t go by the brand name; LVP is a feature that is built into the driver, or it’s not.
