This is one of the high capacity and current 18350 cells








The two cells are not perfectly matched and 15A is to high discharge current.





















Conclusion

The two cells are not perfectly matched, but then can deliver about 10A and have more than 1000mAh in capacity.

weight typo?

Battery wrap label indicates “protected” battery, but doesn’t seem to trip at higher current based from your testing.
Do you think it is a protected battery or just an unprotected button-top 18350?

Yes, but on the website I copied the specifications from.

There is no electronic protection, only the build-in LiIon protection. I.e. what is normally called unprotected.
