And have been for some time. I think HK Post is backing up.
Something that was dispatched on the 14th didn't make it into the tracking system until the 19th and is now "being processed for delivery to the addressee." It usually only takes 2-3 days to make it into the tracking system so I suspect that HK Post may be running out of storage space.
I have orders shipped on 19 september and not arrived (from HK). Also orders from 23 september (1 month!!!! and DX CSE says that I have to wait at least 2 weeks more!)
Yeah, because of the 45 days Paypal limit.... just kidding. 
I know it's hard to wait 4-6 weeks, which is normal for me. I consider 3 weeks as fast...

I would wild guess they are getting rid of an extremely old stock with P4 or other rejects from manufacturers. Still, can't beat the price. Whole flashlight for way less than a good 18650 cell.
Probably low powered P4 (around 0,6A on max) with greenish tint is my guess. But you can get q5 of ebay for 3,2$ delivered and mod the light for DD at ~1A.
