That would probably be too expensive. I believe that there is a production line making these cells and they have optimized it a bit since I tested the 9900mAh cell.
The worst one i tested in my BT3100 V2 was a red ultrafire that came with a cheap $9 ebay light, it tested at 196 mah, 280 IR internal resistance, and ran for less than 10 minutes on high in the same light, and had the weight of a cork. ( it got recycled in a hurry
