I am guessing, heat, then quench in oil. Nice predictable process on plain steel, mixed results with SS IME but if the material is amenable, beautiful results.

Heat coloring like this works good on Stainless Steel. No quench necessary unless you are ‘heat treating’ the steel…. as in a knife blade.
Just heated it with a blowtorch until it reach the color i wanted 
As i said , colors aren’t vivid like on Titanium , but it is still really cool on some light conditions like in the pic .
