At that price, I’d suggest the more expensive one.
I wouldn’t put my hopes on it being anything much.
But you may luck out if it suits your needs.

There are several decent tripods on vipon for under 15 shipped. I bought one for $30 at the discounted price and the quality compares to a $80+ “neewer” one.
Look if you’re gonna mount a lightweight camera for some timelapse or some steady video shots this will work fine
But never use these on anything heavy or for video. It is not smooth and the small tugs from adjusting it usually dislodge the mount. I drop a gopro with xiaomi powerbank hanging off it. I never knew a gopro with a powerbank is heavy enough to pop the mount off
Other reasons to stay avoid is that limited usage. If it’s for a single project then its fine. But repeated usage makes the plastics brittle and snaps
I’ve bought several tripods second hand from street markets, charity shops and garage sales. These include sturdy ones for home use and lightweight ones for carrying. Never more than $10. Probably quicker to find them that way than shipping from China, too.

I’ve bought several used tripods over the years. A few will hold anything I can pick up.
For new stuff, I always look at BHPhotovideo first. A very legit camera shop.
I’ve bought stuff from them since 1968.
No $10 cheapies there though.
