niajef, as for damage, yes - class 3 means that if the eye is exposed directly, the retina can be damaged. Arrested, I don’t think so - but it depends on the case. Suppose you will shine into the eyes of a police officer, that can be brought back to you as an assault and you will face charges. Use it on purpose on civilians. In that case, they also can call the police, and there might be plenty of charges, from eye damage (civil case) to blinding and endangerment of causing traffic disaster; blinding flight personnel also can be prosecuted ex officio. So - don’t do stupid things with lasers and powerful torches :).
