Is the warning note below for unprotected batteries something recently added on the imr.com website and possibly others? Why would they say "NOT individually"

Hopefully not too many hurt themselves using Li. Politicians love to author “safety bills” after an incident. The proliferation of Li flashlights to the uninitiated is a little troubling.
I get the idea, but saying stuff like "not to be used individually" seems way to steep considering that I use most of my unprotected cells in single cell flashlights.
Perhaps they do not mean in single cell devices. They might be saying to avoid using it/them without additional protection or regulation, that is to say relying on “only” the battery for safe operation. “Individually” is a poor choice of words and does lead to confusion.
