Hello the Forum, I would expect as time goes buy, that the range of cost
for 21700 flashlights would widen, especially in lower cost models. In
looking for a few more flashlights, 21700 variety, I am not finding much /any
in the budget price range. It seems it has not got there yet. Your
thought on this? Or what is there in the $20 - $30. Not super bright.
Memory would be nice. reliable, good switch, low charge indicator.

You can have a look at Convoy's store in Aliexpress.
Here's some models that I can think of:
1. Convoy S12 w/ 3 x LHD351D - for close range.
2. Convoy S21A w/ SST40 Convoy - for mid range.
3. Convoy S21B w/ Osram KW CULPM1.TG - long range but still very pocket-able.
4. Convoy M21A w/ Osram KW CSLPM1.TG - even longer range.
I do have a few more models and manufacturers in mind, but feel free to describe your use case so that the community can guide you through 
There are probably hundreds of 21700 based budget lights out there. Everything from the S21 on up. The S21 is $16.
Convoy on AliExpress. Over half of the entire line is 21700, under$40, and amazing quality. Sofirn too actually.
Ditto the others… Sofirn and Convoy come to mind immediately.
The ConvoyS21A is the cheapest light I have seen at $17 on Ali
Its updated sibling S21B is under $22.
^ I have the 21b w/ xhp50 5000k, costs $23, what a great general purpose light. When I am working out in the yard or going to get dirty, that is my light. Why bang up the $50 edc when you can have the 21b in the pocket. And the machining is as good as my $100 lights on the 21b. Actually all convoys the machining is flawless. It’s almost surreal for the price point.
One of my favorite lights is a Convoy S12 with three 4000K 219Cs that I got for $26 from nealsgadgets. Dead simple UI, good build quality, and it’s got absolutely gorgeous beam characteristics. The only disadvantage was that it took a few weeks to ship, and then another week or so to get to me from China, but that’s a price I’m more than willing to pay for stuff that’s this good of a value.
