This looks like a first-time poster asking a question about how could this be possible. If english is not his first language it could be difficult and the grammar might not be correct.
Here’s what it could be:
Someone (not the OP) is claiming that a silicone coated wire inside the lamp would allow full light with less heat and with reduced power input—and the OP is wondering how could this be true, since lightbulbs make heat (radiant light)?
