Does it do 8 slots Li-Ion at 1A with no PWM?
Does PWM apply to charging a battery?
I thought it just had to with light emitting from a flashlight (or other source of light.)

Yep, chargers do it too. For example the Opus BT-C3100 per HKJ. Mine has tripped crappy protection circuits at low charging current.
