if the packet is in your country contact your local post office as soon as possible, could be a wrong address or something..

Sounds like a DX excuse for "unsuccessful shipment" or "unsuccessful business management". 
It usually means they screwed up your address. Your best bet is probably to call the USPS T&C number (1-800-222-1811) and ask them what's up.
Thanks guys, turns out it was a confusion with the terminology they are using. The package arrived at the post office yesterday and as is customary for PO box holders, they left a notice in the box to come pick it up at the window because it had to be signed for. DX is terming it "unsuccessful" as the post office had to leave a notice and it wasn't delivered directly into my hands the minute it arrived at the post office.
It would only truly have been an unsuccessful delivery in my situation if they left the notice, i never picked it up so it hadd to be returned.
Bottom line, delivery was successful! :)
