Well, I figure overseas shipping may take up to 21 days or longer this time of year and this way international winners might get their item before the holiday.

Statisitically speaking it is equally likely for 1 to come up as 89 to come up. However it is much more likely for 80-89 to come up then 1, that is why people percieve this difference. If you looked for say 11,13, or 15 on random.org you would be just as likely to get them as 1,3, or 5.
