Also: U2 is the bin (=index number for lumen output ratings at certain currents), the emitter (LED) itself is an XML. This is important since some LEDs share bins.
18650 Li-Ion cells run at 3.6 V, they hold 4.2 V directly after charging but that drops to 3.6 very fast when in use. It’s the ‘working voltage’ of most Li-Ion cells, similar to how NiMHs is 1.2 V (~1.4 after charging) or alcaline cells 1.5 V
I see. That is most likely the max. voltage at which this module can operate. Drivers have a range of voltages they can work with, like 3.0 to 4.2 for lithium cells. If that voltage is exceeded the components on the driver may take damage, if it’s too low the flashlight may not turn on at all due to low charge protection for Li-Ion. The LED itself wouldn’t benefit from a higher voltage either as it has a typical forward voltage of 2.9 to 3.35 (max 3.5 at 700 mA), i.e. the driver down-regulates its output voltage to that level anyways.
