18650 powerbank/light - please recommend

I’m after something for my bike to power phone and other usb-chargeable devices - so some form of usb-out power bank.

Ideally, it would take 18650’s, probably 2 for compactness, but more or less are also options.
It should ideally be water resistant (so will cope with rain and splashes from puddles).

However, if there is a flashlight that also will charge devices via a USB out, that would be good as it can double as a backup headlight on the bike etc. and is likely to be more waterproof. Doesn’t have to the the world’s best light, as it’s the dual purpose nature that is most useful.

Recommendations welcomed.

Not sure what to think of this one, I like the looks of it. It looks to have good heat dissipation, with the large pill and heavy aluminum that it screws into. I do not think I would charge batteries in it, but would love the powerbank. Looks like a standard 8*7135 driver, could be changed for more output. I would love to have a look at one of these! Price seems a little high to me.

It's "no longer available" but just like the one -X3- linked to and there are dozens just like it out there.

It's a 4 18650 holder that I filled with cells taken from old laptop battery packs. I charge it with the 4-cell charger that came with a 4-cell bike headlight I bought from Amazon. It works great, and the strap holds it securely in place. It is awkwardly rectangular so I made a little thing from a piece of wood and some bike innertube to keep it from rotating on the top tube when strapped in place.

The USB charging function works just fine and the voltage regulation is good.

I got one about 3 years ago
there is a review of it here somewhere.
It’s kinda heavy - bright enough maybe 900 lumen on high.
Lows maybe 100ish lumen.
The electronics on the back are exposed.
I charge batteries in it just fine.
I managed to jam in 3 solarforce 18650 protected batteries in there but it was a pretty tight fit.
In 1 of the discussion threads there was a descriction of cutting down the springs or adding a washer or something to get a little more room for protected batteries.

There’s also this: 21 Leds Light Rechargeable Emergency Lamp 5400mAh Power Supply but that gives a lot of flood light (white or red light). It says in the descripion that it uses 3x18650 so swapping some chap quality 3400mAh Panasonic cells that would give over 10000mAh capacity. This is new product, so no reviews yet, but introductory prices seems lowered 21% for another 6 days.

Yes indeed, that is a most interesting light/changer.

I also will appreciate any feedback on this one.
