The cell used can be discharged down to 2.5 volt, in my test I only discharges to 2.8 volt, i.e. I do not measure the full capacity. But then, not all lights will be able to use the full capacity.
Slightly less capacity than a 3100mAh battery and the battery has a slightly lower price.
Conclusion
This battery uses a good cell, this secures many things:
The batteries does match in capacity, i.e. they can be used in series.
The battery is very safe.
The battery has the specified capacity.
All in all a very good battery.

It is easy enough to find, the website has the same name as the battery. Remember that, due to USPS regulation, it is probably only possible for people in US to order these.
But do you get the 3100 mAh or 2900 mAh batteries? Usual the 2900 mAh is cheaper for each mAh.
I.e. if you really look at your budget, the 2900 mAh is the best for the money.
I really like the performance and price of the Orbtronic 2900mah batteries. My only complain about them the length. I have a eagletac t20 that states maximum length is 68.5mm, these batteries are 68.7mm. I can’t use them when I put them in I only get reg mode and can’t access any other mode due to the length. I have other flash lights that I can use them on, but I prefer the performance of the Orbtronics. Plus I got 6 of them half of my 18650 inventory… Orbtronics customer service is the best!!!
Many old flashlights are designed with Sanyo, and Samsung cells (at that time readily available to Chinese flashlight manufacturers).
Sanyo , and Samsung cells are shorter.
New generation of 18650 (Panasonic) ncr18650, and ncr18650A are longer cells.
Good news is that newest Panasonic 3400mAh ncr18650B is shorter due to positive button design.
