Nitecore 16340 re-chargeable

I recently purchased 4 Nitecore NL166 re-chargeable RCR123A batteries (http://www.nitecore.com/productDetail.aspx?id=44) from a reputable source. (All came in sealed display blister packs).

All 4 would charge to "only" 4.1 V.

I charged them using the following chargers:

Xtar MP2 (This is normally what I use for 16340's)

Xtar SP2

NiteCore Intellicharger i4 V2

Same results on all chargers; 4.1V; all 4 batteries!

I'm not losing sleep over this (extended life etc.), but every other new battery I've charged (AW ICR and IMR, Panasonic, Sanyo, King Kong, etc.) has always terminated around 4.2V. Since the key selling point of the Nitecore batteries is their claim that they actually have a capacity of 650 mAh it seems odd they only charge to 4.1V?

I'm using a decent Extech MM, and the consistent 4.18-4.20V I'm getting on my other 20+ batteries suggests to me there's something odd with these Nitecore RCR123's. Anyone else have a similar experience, or thoughts and comments?

I've had similar experience with 7dayshop batteries that were advertised as 3v but charged all the way to 4.1v. Try and get replacements
