While charging 18650s it seems to go to 4.20 volts and then if I leave the cells in there they drop down to ~4.16V or so when the green light finally comes on.
I don't have a lot of experience with this charger. just some quick observations.
I also tried to charge my iPhone 5 using the 120V input plug-in and the USB port. It didn't work... charger says 5V & 1A output. Does someone know why?

The usb output probably only works on batteries, i.e. there must be a charged battery in the charger and it must not be connected to mains. Then you probably have to press the button to turn it on.
yeah I'm really pleased with this charger. I'm recommending it, as it displays voltage in 3 digits, three user charge current options (0.25/0.5A/1A), and some dude named HKJ has given some Xtar chargers positive reviews (reviews' link). I imagine this will be the same. Thank you!
I have one of these. Works great! It’s about time Xtar hit a home run. The two other Xtar chargers I have were a disappointment. The voltages of the batteries coming off those chargers, after a full charge, were all over the place. I’m pretty happy with this one.
I have 2 VP1's. I'm very pleased with them. The VP2 should perform about the same but with more features. BTW, I barely use my hobby chargers anymore, except to check my cells capacity every once in a while
Received my VP2 a little more than a week ago and immediately went on a charging spree and except for my chargers used for my 10180 and 10280 cells this will be my absolute #1 charger. Brilliant! I can now retire my Turnigy Accucell 6 and all my 10 or so other chargers I´ve used for my standard sized (10440-18650) cells over the years. I have about 60 Li-Ion cells in various sizes and chemistries and as I am now retired I had the time to spend a couple of days to wring the VR2 out and am very impressed with the ease of use and charging results. I haven´t had a chance to try the usb port yet but hope to do so shortly. A comparable NiMh charger would be very well received.
Edit: I´ve now tried the usb port and with a little help from Xtar I got it up and running, works just fine. Kudos to their Customer Service!
