A while back, I ran across a charger that looks like the Nitecore Digichgarger and from what I remember fuctioned the same. The only difference was that it had a USB port on it so that it could act as a USB battery pack. I can’t seem to find it again. If anybody has run across such a unit, can you point me in the right direction again.

EDIT: I haven’t tried it, but I think it only uses the battery in the 4th bay.
How about a battery pack that can be used as a charger?

Or a USB Battery pack that can act as a 18650 charger and includes a built in flashlight. Same make as the one dchomak linked to. They are slow chargers when full of batteries due to limited current in from the USB port. Also limited to battery sizes they can take.

The XTAR VP2 also has a USB output port and handles multiple Lithium Ion chemistries and voltages as well as battery sizes. Below is a link to HKJ’s test of it. All depends on your needs and wants and wallet size.
Xtar has a few chargers with usb output, any of them is good.
