DQG Tiny 18650 is the smallest but it is not very good quality. My next smallest is the Sunwayman C20C then Nitecore EC21 and Roche F6, these are all very good.

There is also the Olight S20R Baton at 108mm long and comes with a quality battery and wireless charging stand.n  It's pricey but worth every penny.

Convoy s3 is quite small and good price, but if you want THE smallest, I believe it’s this one

Sunwayman C20C goes for $59.95 at Illumn or Banggood, I payed under $40 for mine when on special. Just found it for $53 at Fasttech.
Roche F6 goes for $22.50 at Banggood. Great light for the money.

I like the size of the eagle eyes x6, the head is a bit thicker but it’s still easyly pocketable and has good brightness and throw which always lacks on the tube style lights.

I have the XM-L2 S15 Baton a nice light, but it has the worst tint of any LED light I own. Real shame. I’ve read it’s the AR glass that does it, but I’ve never been able to remove the bezel thus far to confirm.

X6 is HUGE for pocket carry. Ok in a coat pocket, but not trouser pocket. Ok I do EDC mine too… but there is no denying it isn’t compact.

I just got a convoy s2+ and it is an amazing light for sub $20. It may not be the absolute smallest but its not difficult to pocket.

The D25LC2 Mini is very compact, it’s also narrower than pretty much any other 18650 light I’ve seen, including the DQG Tiny.

EagleTac also of the D25C2 which is CR123a x 2 or 16650 compatible which is a bit narrower again.

OP – do you want twisty or clicky activation? As usually torches with switches are either longer, wider or both.

Also think about battery compatibility, some very small lights might not like long or fat 18650’s and may not accept protected ICR’s at all.

How about the “brass beauty”? I think it’s the smallest 18650 light that I’ve seen. It is sized approximately 97 × 20.5 mm, and does have a tail switch (not a twisty, like most small lights). There’s also the new version available that comes with anti-patina coating, and different looks.

It’s the brass light right there in the middle, between Convoy S3 and SK-68. Credits to ToyKeeper for the pic.

is this a real 18650 flashlight? It looks so close to an sk68 clone. I would like to have a bigger brother to the sk68 in 18650 but I've been thinking they're just labeling the sk68 wrong. If someone can confirm for me I'll buy a couple of these today.

They are a real flashlight that uses the 18650, I ordered two of them three weeks ago (took about 12 days to arrive, shipping from China).
I bought them just because they look like the SK68 (14550), but are a little bigger.

I don’t know exactly about the one on eBay, but like koyotee said the sk98 is just the 18650 version. I am sure there are some sk68 out there that have been labeled wrong.

FastTech sells a sk98,but for some reason I can’t post the link to it.

I refuse to get caught up in the biggest ,brightest ,smallest ,cheapest  type quest. If you know what the smallest is than I'd add about 15% to that as it gives the maker a bit of wiggle room .if you are always looking for the tiniest  or lightest you'll run into other stupid problems not normally associated with light 4 MM longer. you don't want a light that you can't get protected batteries in do you ? or one that has oddball parts that will make fixing it impossible if you ever have a problem. the s6 or s2+ is about as small a light as i'd suggest to most people .The brass cnqgoods light is smaller but weight and lack of clip is an issue .

SC series zebra lights are small but not cheap .
