Is it possibly DTP? Can you check? I guess it wouldn’t have to be anything special. To make merely 600 lumens, it is way under-powered. A cheap aluminum board can probably handle that ~1A or so current just fine.

Quick thinking : UV does make the LED phosphor glow, and maybe then the LED is producing a small amount of current…that current might confuse the driver maybe
The UV might get partially to the LED surface which acts a little like a photodiode.
The drivers parasitic drain might be so low and the sensitivity of the gate to light up high, so that the very small reverse voltage triggers the driver to light up.
