VAT brings the HS05 total to 20.33. Not sure why the US has a VAT.

For those of us like you and me, the US does NOT have a VAT.  What AliX is charging us is plain old State Sales Tax. Just like when you buy something here in the US.

It kinda pisses me off for AliX to do that....  I don't see other foreign companies doing that, for example Kaidomain, Banggood, Fasttech, etc. They don't charge US customers a State sales tax.

Banggood does charge tax and so do many others now.  I have not ordered from the other two since the Supreme Court ruling changed everything.  If someone is not charging you tax then it's either because they don't have to (their annual sales fall short of your state's legislated cap) or they are simply skirting the law.  After this was discussed in a couple other threads I sent an email to our state tax commission and found out that Aliexpress does indeed remit tax proceeds to our state.  I don't know what penalties there may be or how/if they could be enforced for international companies/origins that skirt the tax laws in one way or another, but the larger legit companies seem to be towing the line as they're supposed to.  Once in awhile I order from very small companies here in the US and am not charged tax...they must have really low sales volume and are exempt from collection, but technically that still leaves us on the hook for reporting/paying come tax time (not sure if any state effectively monitors or enforces use tax like this, however...mine doesn't).

Well, I have to respectively disagree with the statement Banggood charges tax.... for those of us in the USA.

I recently ordered from Banggood on Sept 2nd and was not charged any tax. They do charge a shipping fee but no tax. Why are you saying they are charging you tax?

I also ordered from Kaidomain two weeks ago and again, like all previous orders, no tax was charged.

I'm saying they are charging me tax because they charged me tax.  Three orders from May to end of July and all three had the correct amount of tax calculated.  Their shipping game is ridiculous...used to that nonsense though.  I'd have to go back and look at orders but I think Aliexpress started doing it last year at least...had a big gap where I didn't order anything for awhile.  The tax laws are all pretty clear now, although it does vary by state as far as caps.  I think that the Supreme Court ruling just ended up being a huge relief and windfall (so to speak) for all states and localities that they are probably satisfied enough to even just get a portion of the revenue and maybe don't pursue violations at this point (unless it was enough to make it worth the time/cost of doing so).  Still falls back on honorary reporting of use tax I guess.

My Banggood orders haven’t shown tax as yet, and I just made 2 in the past week. AliExpress is charging tax, though. But it appears to be some kind of “VAT” that is less than what my state charges…

I had only one issue with shipping from Banggood. It took a long time to resolve, but I eventually got a refund. I’ve made about a handful of orders since (spanning about 18 months—I’m not a frequent buyer) and no problems. As for tax… I wonder if it’s somehow state dependent? Or luck of the draw? Or… based on order cost? I mean, if someone says that Banggood charged them tax I’m going to give the benefit of the doubt and that they’re not making a false claim.

I hear what you are saying, but I don't know what state Correllux lives in. I see that you live in NJ, and CNCman lives on the Mississippi Gulf coast and I live in TX on the Gulf coast also. But it just doesn't seem to make sense for one state to have Banggood charge them tax and not the other states.

As far as shipping problems, Banggood has been good with zero issues. Of 50 or so orders from our friends overseas the only problems I've had has been with FastTech.... and that was 5 of 6 orders with issues. And one of those is still "intransit" after 100+ days.

My state confirmed that they do (it's under Alibaba rather than express but likely everything grouped together as the umbrella owner). 

These taxes are entirely state based and that is why there is a good range of variation between states although at this point fewer businesses can claim exemption.  Enforcement is another matter.  I can't explain the BG tax for me while none for you.  I don't mind when I get charged tax (well I do a little, but we're way past the point of having to get used to it...and a big middle finger to South Dakota for bringing the hammer down).  Best thing you can do is look up YOUR state's tax structure so you know what is supposed to be going on.  If you aren't getting charged tax then enjoy it and if you can get away with not self-reporting the use tax on your returns, enjoy that, too.  In the unlikely event someone comes knocking with questions or you have an audit, then you may have to cough up the unpaid amounts plus extra.  What one person's tax situation is in their state means a hill of beans to you if you're in a different state (or can, anyway...minor differences but most states at this point are close to homogeneous for sales/use tax for individuals). 

Ali seems to just use "VAT" without differentiation for whatever reason...but I have no idea what others may see from other countries.  There are integrated platform calculators that most retailers use for taxes...costs significantly but is cheaper than trying to do all of that in-house and cuts the risk of mistakes/liabilities down to almost nothing as long as they keep them updated. 

There are some tiny outfits that I strongly suspect would not be required to collect tax for me based on our caps here, but they still do.  That's fine.  Someone like MTN...?  Kinda would expect that he could be exempt.  Technically none of us individuals are exempt because the goods are still being bought and tax is due, but this is all about the business responsibilities/liabilities at the point of sale...in the end it's on you.
