Is a 1.2A max drain 16340 too weak for a P60 3A flashlight?

I own a number of Solarforce P60 and L2M flashlights. Xtar has a new 16340 650MAh battery (former Xtar 16340’s were 600mh). But they show 1.2A is max drainage for these new batteries. I thought that most P60’s are set to use 3.0A. So are these 16340’s too weak for these P60 flashlights?

Xtar has different 16340 the first I found is 650mAh with 3C discharge current, so about 2A the PCB kicks in at 3A there are really good 550mAh high drain batteries

I have some of the older 600mAh 16340 Xtars. I am thinking about trying the new 650 16340 Xtars but the max discharge rate I read was 1.2 which I think is weak for the flashlights.
