2xAA is probably your best bet for maximum brightness.
How bright of a flashlight do you want, and what's your budget?
I don’t know of any 2AA lights that have charging capability. Most will run NiMh AA which you can charge in an external charger.
It’s got an outdated LED now, but I really like the Jaxman M2 for a simple (2-mode), 2AA light- it’s big for an 2AA light though.
Convoy also do the T3 (1AA) and T4 (2AA) which can be configured for only 3 modes or for single 100% mode.
Peak LED flashlights do very good, single mode 1AA lights but they’re quite expensive, you used to be able to request a fixed output level, I don’t know if they still offer that service.

Use Fujitsu rechargable batteries.
Convoy T3 (AA) and T4 (2AA) can be configured to be as simple as on/off. They also take 14500 size li-ion batteries if you decide you want better performance at some point, with the option to always go back to AA. Nice emitter options are available too.
The Acebeam Pokomon is a nice aspheric, but beware the switch, as I had trouble with mine.
