I don’t know how it reads. With UL now a member and third party required testing, I suspect some issues regarding batteries are going to be tightened up. Flat top batteries? No way. Fenix and acebeam are members and almost all of their new lights have on board charging. Neither company apparently were members when the standard was developed. They do both sell protected batteries with onboard type c charging. For the most part I suspect they are discouraging consumers handling lithium ion batteries. You can have small lights or you can have powerful lights but you can’t have small and powerful lights. Most Chinese companies are not going to want to play their reindeer games.
