I used to have a Spark ST6-460NW but I somehow managed to misplace it. It’s probably around the house somewhere but it’s been missing for months so I think I need to look for a replacement.
Requirements:
Must be floody. Best if it includes a frosted lens or if a frosted lens can be purchased for cheap.
Must be neutral/warm white. ~4500K?
Waterproof 2+ meters
Nice to have:

I kind of want to get a Zebralight H600Fc Mk IV. But I’m hoping to find something with better value (i.e. doesn’t cost a kidney.)
Have you looked at the TH20? It might not be floody enough for you, but it has a nice wide spill around the hotspot. Also has adjustable brightness from 1.6 to 250 lumens which I love, in addition to a firefly mode and 500 lumen turbo(only on 14450, AA turbo is 252). Despite that bunch of modes, the UI is very nice to use.
The Manker E03H, I haven't used it but I will order one soon. It comes with clip on diffusers and seems to have nice mode selection, and you can set the moonlight mode to a level that you like, through a special series of clicks. Don't know about the spill. You may find the headband uncomfortable, but there are others that fit, I believe.
The Zebralight H302W was the best flooder I ever ordered! I always wanted its big brother the H602W but never got it and now it’s discontinued. That little H302 puts out such a flood it always amazes me, such a tiny little light.

Acebeam H15 XHP70.2 is the brightest and floodiest headlamp I’ve seen. However, the NW version is probably a little over 5000k so is a bit on the cool side.
You can always put DC-Fix on the lense to make the beam smoother and floodier.
