Kidding aside, batteries should be wrapped individually in flashlights. Raw cells i think are not allowed to be carried.
I fly a lot on the airlines with 2-3 lights, no one has said a word yet. I think the only “gotcha” is the batteries need to be “installed” in something. They might wave a finger if you’re transporting a dozen loose 26650’s… but inside of a flashlight shouldn’t be a problem.
Put a piece of electrical tape across an appropriate place so there’s no chance the light will get turned on accidentally even if jammed and compressed into an overhead luggage compartment — they should go carryon not checked luggage.
I’ve never had a problem carrying on flashlights and batteries, both international and domestic. One time I had 2 18650 lights, 4 spare batteries, 10 Sikip SK68 clones, 20 NiMh batteries, and 10 chargers in my backpack (along with a Steripen). No questions or comments from TSA or international workers.
Another trip I had 8 flashlights and 4 headlights with spare batteries and again no questions at all.
I fly several times a year and up to now bringing lights and batteries onto the plane has been a non-issue.
the worst I’ll have to deal with will be I have to have batteries secures in the light will they let that go on the over head? Next will be my insulin pump and supplies if that doesn’t look light an explosive devise lol and my asv breathing machine ,thanks for the info I hate leaving with out my lights I feel like I left a family member behind.
Carry on only. Spares need proper storage container not loose.

I believe so but make sure the clasp works. In fact, I’d back it up with a rubber band or zip tie.
As others said, transport them inside the light with any lockouts activated
