The best protected cells utilize the Seiko protection boards that are made in Japan. I've only seen them gold in color (bottom). Some of the Green Panasonic B's have them, the EVVA's have them, and Keeppower's I think also have them. There are others that I am sure people can add to the list.

One can’t infer from “gold” PCB that a Seiko chip is on the board. The gold color is nothing special.
Seiko make Li-Ion protection chips, but not complete protection boards.
The “Green Panasonic” are Panasonic cells with a protection circuit added by some noname company. I’d rather expect a DW01 or CS213 manufactured by an unknown Chinese chip factory on them than a Seiko chip.
As the Original Poster is in Australia, look at these from Australia eBay seller supersports600. The Blazars are quite possibly the best performing protected 18650. Base cell is Sanyo NCR18650GA. Protection PCB has 3 x FETs and 12mOhms. Or 4 x protected button top NCR 18650 3400mah cells for $$20.75 [$25.93au] original cells that are only 68mm long with the newer shorter pos only protected pcb which does not have a neg trace that runs down tjhe side of the cell making some of those over 70/71mm long.
I have purchased these cells, plus many others and they usually delivered with in two weeks.
I used to buy locally but i have over 20 18650,s and they just rip us off in australia and i like saving money to buy more lights,
I would disagree that Aussie retailers are “ripping you off”. They have higher overheads and postage costs than the Chinese retailers, and often have low profit margins.
Personally, I’d rather pay a bit more to know I have the latest version of a cell (e.g. the newer shorter Keeppowers), a genuine item, delivery within a few days, and well packaged to prevent damage. Writing flashlight reviews, I often need cells within a few days, rather than weeks or months.

Yep, his prices are higher than the Chinese sellers but I know what I’m getting and that it will be properly packaged and here in a couple of days. Really sad to hear this described as a “rip-off” - I think that’s pretty unfair.
I’ve bought from China for some cheaper unprotected cells for power banks when I wasn’t in a rush. Each to their own I guess but I’d mostly rather support a local seller when it comes to quality protected cells, especially if I’m using them in series.
