This 220v dimmer from famous brand used on 25w incand. bulbs emit a strong buzzing.
I thought the cause was the vibration of the inductor,does put hot glue or silicon like stars 922 or kaufer 705 on sale at AE can help?Or the cause can be other.

It’s likely the inductor like you surmised. Potting the inductor with silicone should mitigate buzzing. Is the body of the inductor touching anything?

I inserted plastic wash betwin two but still buzz and it go in resonance

I recommend isolating the inductor with a material that has better damping properties than plastic, like silicone sheet, or covering it with RTV silicone.
Something that starts out as a runny liquid that can get between all the wires, should keep the wires from microscopically flailing around (lacquer? varnish? etc.). Then RTV or similar to damp the whole mess and lay a big rubber blanket on top of it.
Not for the faint of heart, but you can always check it while it’s buzzing, and poke at things with, say, the eraser end of a pencil (avoiding touching the nice conductive graphite rod running through it, of course). Might be something weird like one of the caps whirring around, never know.
Usually it’s the windings of a transformer or inductor, but not guaranteed.
