Cheap rechargeable 18650 qualiity

I have the following sitting around. Are they ok to use once in a while? They both still hold a charge after I measured them. My main battery will be either a Panasonic or Samsung. Also I noticed the GTF's say 9900mAh!. I don't think that's correct lol.

Yes I better not use them. After seeing all those news stories of Electric car fires and how they have to soak the cars for days in bathtubs of water to kool the 18650 batteries! Thanks for the warning! I think I might get rid of em lol.
