Can cree XHP50 create 16000lm x4 @60 watts?
want to get these NOVSIGHT®- Auto Lighting, LED Headlight Bulbs & OFF-Road LED Lights
But on the spec sheet XHP50 says 149lm/watt max.

No. The specs are far fetched a bit The max output of a single XHP 50 led is around 4000-4200 lumens, not to mention its power consumption is above 70W when driven hard. Here is a graph http://www.fstoplights.com/useful-charts-graphs/
