I am old enough so I can remember how many Japanese manuals used to read though so fractured English is nothing new. However below is a link to a Tenergy battery engineering specification and this is from a company which has a USA presence, an office in Fremont, CA. In fact a web search indicates that this is the corporate office and it is a Silicon Valley founded company. To me they should be able to do better than this.
